Delroy Vincent Barnes was born in Kingston, Jamaica, where he then relocated as a young boy, to Oracabessa, in the parish of St Mary, where he attended Ms. Barnes primary School. In 1968 he migrated from Jamaica to be with his parents in United Kingdom, who had gone ahead to lay the foundation for the family. As a young lad he attended Rokesley Avenue Junior School, where his creativity in arts, soccer, rounders and track and fields really began to stand out. After leaving Junior school he went on to Stationers Company High School for boys, in Hornsey. As times goes by, Delroy becomes very vibrant in speaking and was selected to represent his class at internal school events. He was a gregarious person, positive thinker and upbeat. He was strong in Arts, engineering class, and sports, and was selected time and time again to represent his school.
It was during this time that his mother accepted the Lord and began to share the gospel with the family. Delroy would travel to Birmingham with his parent for the yearly convocation held at 2 Gibson Rd, under Prelate Bishop Sydney Alexander Dunn. (deceased). While still getting his childhood education he attended a convocation and went up for prayer during the altar call and there accepted the Lord as is Savior. He was baptized in the name of Jesus Christ at 2 Gibson Road (Convocation) June 1973
He was filled with the Holy Spirit in Dec 1974. In Sunday school he was very interactive, in the understanding and explaining of scriptures. His district overseer were Bishop Martin H Simmonds. (deceased), from Ipswich, UK and his local Pastor M.E Thompson (deceased) from Mitcham Croydon, London. Years after, as a teenager, he was selected to be on the Youth Choir, and was soon appointed as the youth assistant secretary and treasurer.
In 1982 he migrated to the USA where he lived in Orange, NJ but fellowshipped at First United Church of Jesus Christ Brooklyn NY, with then Elder Leslie J Barnes, he was soon singing in the Youth Choir.
The year Minister Lloyd Faulknor parted from Bishop Taylor in NY and started a church in Orange NJ under United Churches of Jesus Christ, Bishop Munroe R Saunders Sr, Baltimore, MD. Elder L. J. Barnes in Brooklyn suggested to save the long trips from NJ to Brooklyn NY to attend church, why not join with Elder Faulknor and help him to build and grow the church there.
First United Tabernacle Church of Jesus Christ took root and began to grow as the Lord added to the church.
Delroy's call to ministry was imminent, he was always seeking to understand the word of God and to expound on it.

And later Elected Brotherhood President when Minister Swaby moved away to Florida.

Delroy worked along faithfully with Pastor Faulknor where he was elected as adult sunday school teacher.

At The National Level
Delroy was elected to the position the National registrar for the National Youth Department for United Church of Jesus Christ under the leadership of Min: Paul Brown National Youth President, and Pastor Lewis Stokes National Youth Bishop and Bishop Munroe R Saunders Sr presiding Bishop.
In 1999 Delroy moved to Central Jersey and worked in Ministry at Dunamis Ministries under Pastor Frederick Mixon
In 2002 He was ordained as a Minister of the gospel of Jesus Christ
In 2016 he moved to Queens NY
2018 He got married to Lady Maxeen V Campbell Barnes and then moved to Long island NY

In 2022 Pastor Barnes and his wonderful wife Lady Maxeen was making plans to move to Florida, but the Lord re-directed them to Fayetteville, North Carolina, where they extended their calling into Ministry with the full approval and authorization of Bishop Munroe R Saunders Prelate, United Churches of Jesus Christ and Diocese Bishop Lewis Stokes, Hampton VA, along Bishop Cleven Jones, Plymouth MI. Pastor Barnes is now the Senior Pastor of Inner Change Apostolic Ministries Inc.
He endeavors to teach and preach the undiluted word of God, keeping it practical, relatable, revealing and anointed while loving people like Christ did, has the heart of a servant. He is a committed and dedicated worker in the Kingdom. He is committed to building a ministry of excellence. His earnest desire is to see unbelievers transformed from the inside out by the inner working of the holy spirit and become kingdom workers. Inner Change Apostolic Ministries Inc is a local church with an international mandate. As we continue to build our vision remains unwavering. Pastor Barnes expresses that change comes from the inside out, and not from the outside in. I.C.A.M. is been built from the ground up, one Kingdom worker at a time.

Lady Maxeen V Campbell Barnes was born in Jamaica WI and grew up between Golden Grove and Browns Town in Saint Ann.
During her childhood days she attended Golden Grove United Pentecostal Church under bishop David Smith. As a young teen while attending Ferncourt High School, the last 3 years of attending high school, she attended Zion Tabernacle under Pastor A. Archer and Lady Merna Archer where she was baptized in 1979 and was filled with the Holy Ghost in 1980, and then served as a choir member, Maxeen has always singlehanded been in a ministry helping the aged in her community..
She then moved to Portmore in St Catherine where she attended Faith Deliverance Center under Pastor Rankine, While working with the National Water Commission she helped to wins souls from her office to Gods kingdom. Maxeen later traveled to the USA in 1994 and became a permanent resident in the year 2000, while living in Queens NY 2000-2007 she attended church at Bethlehem Missionary Church where Elder Kidd, was the pastor.
Later on she moved to live in Floral Park, in 2008 and attended church at Nassau Tabernacle Of Praise, in Nassau New York under Pastor Trevor Parris and Lady Jewel Parris, where she worshipped and served as a committed member of the woman’s department.
Lady Maxeen has a heart to help those in need and from time to time made herself available freely serve meals to the homeless and cater to their needs. In 2012 she met her fiancée, then Minister Delroy V Barnes and there after he moved from New Jersey to live in Queens NY in 2016 and both started attending United Apostolic Lighthouse Church where Elder Ernest Gayle is the pastor. While there, Maxeen, became known for her willingness and spirit of helping. Because of her personality and creativity, she was called upon many times to assist in organizing in various church function. Maxeen is instrumental, talented and creative when called upon to assist and lead in her various areas of strength. She also loves to read to the blind as she sees their need.
In 2018 then Minister Delroy V Barnes and Maxeen V Campbell was Joined in Holy Matrimony at the Antun's Cathedral in Queens NY, and he joined her to lived together in Floral Park New York.
In 2022, Lady Maxeen V Campbell Barnes and Pastor Delroy V Barnes decided to move to Florida, while they were making there plans, the Lord had other plans for them, and they were re-directed to North Carolina, and there they bought their home in Fayetteville, NC. Lady Maxeen and her husband Pastor Barnes have an hunger for souls, and building the kingdom of God, and have started their virtual church from their home. They together have an awesome vision, and continue to faithfully work for the Lord, in ministry, winning souls and building the kingdom of God.

Connecting people to King of kings the Jesus Christ through relationship. By creating an atmosphere for growth, where purpose can be discovered , and potential can be released for the expansion of the Kingdom.

To love and treat everyone with dignity and respect. To train, nurture, educate, develop and empower leaders of all ages, to become agents of change. To foster an atmosphere of growth for our youth and all kingdom workers. To expand the kingdom of God, propagating the gospel, standing faithfully on the word of God Acts 2:38 to the effect of changing hearts and lives into the likeness of Jesus Christ, through the inner working of the Holy Spirit that will that will empower them to live a holy life Lev 19:20, and to teach and preach the gospel without compromise 2 Tim 4:2.
